As the Capital and second most populous city of the United Arab Emirates, Abu Dhabi possesses 10% of the world’s oil and has invested such wealth into creating first class municipal infrastructure and services for a thriving business and residential community.

The Municipality’s impressive growth management did not come without challenges. Abu Dhabi was originally planned in the 1970’s for a population of 600,000 but is projected to increase to a population of 2.6 million with development on surrounding islands and multiple mega-development, multi-billion dollar projects.

Abu Dhabi’s implementation of this web-based e-government software solution not only met the challenge of managing tremendous development growth, but did so in a groundbreaking manner by offering the world’s first online permits portal - designed to manage the entire permitting process via the Internet. 100% of all development permits are managed via the GovPartner Portal – inclusive of the entire process involving permit application, electronic plan submission, plan review, inspection scheduling, and fee payments.

By using CommunityDevelopmentPartner, the Municipality established a fully web-based, comprehensive management system for all aspects of the development process. All information is tracked and managed in a centralized database used by both staff and the public. The system includes a configurable administration module for management of all land information including plots, addresses and other relevant attributes. The system also automates the following daily processes for streamlined operations:
 
  • permit applications
  • inspection scheduling
  • electronic plan review
  • fee management
  • issuance of permits
  • issuance of certificates of occupancy, etc.
Following the Municipality directive to have 100% of all permits managed online, the system allows new construction permits and other similar applications to be processed via the web portal complete with the ability to electronically submit plans, make secure payments, schedule inspections and check project status. The user interface is presented in either English or Arabic, providing for a user-friendly experience based on language preference.

The Customer Portal component is fully integrated to the internal management system and seamlessly presented on the Municipality’s website, allowing customers the ability to apply and pay for permits online via secure payment transactions. The system also takes advantage of the Municipality’s Geographic Information System (GIS) to provide for a graphical overview of the municipality’s projects and assets.

Some of the largest projects in the world, multi-billion dollar in scope, are being managed from start to finish via CommunityDevelopmentPartner. Municipal staff has a centralized system to manage their work, and those who live in and do business with Abu Dhabi Municipality have access to a real-time web-based system, built on the latest Microsoft .NET platform, for secure transactions.

Considering the location on opposite sides of the globe, the ten hour time difference and protocol nuances, it was our dedicated team’s focus on the client and its deliverables that allowed for delivery of this state-of-the-art solution in an extremely short time frame.

The Abu Dhabi CommunityDevelopmentPartner solution was showcased during a keynote presentation at the 2008 ICC (International Code Council) annual conference in Minneapolis, MN and the 2009 ICMA (International City / County Management Association) annual conference in Quebec, Canada.
